"Mr President, it is indeed gratifying to note the steady increase in the attention devoted to forests and to the state of their health. I do not believe, however, that it will suffice to allocate huge sums of money in the future – huge sums in relation to previous expenditure, but still less than is actually needed. The most important thing, to my mind, is the need to change people's perceptions, not simply with a view to loosening purse strings but also with a view to engendering the level of voluntarism that is essential to the protection of our forests. In the Alpine regions, for example, the institution of voluntary fire brigades is taken for granted. Efforts should also be made to establish such bodies in the Mediterranean Member States, not only as a means of fighting forest fires at their source and creating protective infrastructures but also as a means of fostering public willingness to provide neighbourly assistance and voluntary service. In this respect, I believe that people's mentalities will have to change, because money alone is not the answer."@en1
