"C I can only repeat that the Commission is, of course, prepared to take on such a task, but in the present situation, I do not perhaps think it is something that we can do with existing resources and in a sufficiently radical way, because it requires considerable resources. It is very evidently a problem that must be dealt with at national, regional and local levels. However, if the Member States should so desire, we obviously have nothing against taking on this task.
