"There are questions of our judicial personality or lack of judicial personality which have a direct bearing on that. What we are concerned about at present, and this is very much where the Commission comes in – is encouraging all our Member States to ratify and encouraging some of our partners and colleagues in the international community to do so as well. That has to be our objective in order to make sure that the provisions that were so widely supported in Rome actually lead to the establishment of a functioning court as soon as possible."@en1
