Thank you, Mr President, for allowing me, as rapporteur, to say that the debate we have engaged in this morning is the first opportunity since 1993, when the European Monitoring Centre for Drugs and Drug Addiction was opened, to make a statement on the fundamental issue of changing its regulations. I think that Parliament would have seriously failed in its most basic political responsibilities if it had not undertaken a thorough review of the Monitoring Centre’s duties and tabled a set of proposals that represents a thorough overhaul of its operations. We believe that the Drugs Monitoring Centre is crucial, much needed and has a useful role to play in the future of the European Union, but not by means of this report, with which, in essence, the Commission apparently agrees."@en1
