Mr President, I would like to intervene on a point of order pursuant to Rule 69. It was not clear from the Commissioner’s speech whether the Commission accepts the amendments that Parliament has just adopted. In particular, I did not understand whether Norway will start to participate in the work of the EMCDDA after it has been reformed, that is, whether it is the Commission’s intention that Norway should be allowed to participate in the work of the EMCDDA immediately or whether it should wait until September, when the reform is scheduled to take place, when the Management Board will issue its recommendations. This would allow Norway to join an existing body rather than something which, according to the independent consultancy firm’s report
is currently ineffective, inadequate, extremely expensive and altogether useless."@en1
