"Mr President, I voted for the Turco report although I would have preferred to vote against it for it resembles a final balance sheet and is, above all, a very tedious report on the allocation and use of the Structural Funds in 1998. Personally, I am convinced that the European Union must completely change the way it allocates aid to those in need of its support.
In my view, the system of programmes and grids which has been used for twenty years to create new items in the outgoings section of the European Union balance sheet
needs to be completely revamped. There is too much wastage and the desired objectives are not being achieved. I feel that it is time to change the European Union’s system of expenditure."@en1
