"Mr President, we in the Swedish delegation of the Group of the European People’s Party and European Democrats are working for a rapid enlargement of the Union and do not wish to delay the Intergovernmental Conference. The intention in the resolution is that the Charter of Fundamental Rights should be incorporated into the Treaty in the course of the forthcoming Intergovernmental Conference. The Charter is required for the purpose of providing the Union’s present and future citizens with constitutional guarantees. There are left-wing forces which wish to introduce social objectives into the Treaty. Our view is that it may damage the Union to introduce economic and social rights which it would be difficult for the courts to guarantee and which would affect the national tax burden."@en1
