"I would have been surprised if there had not been a question on this issue which is why I am glad that it has finally come up. The Council of Ministers of the European Union does not have to express an opinion on a decision taken by 14 Member States in the context of their bilateral relations with Austria. This is not a matter for the Council. It would be different if, by not complying with any aspect of the Treaty on European Union, Austria were found to have infringed the principles of Article 6, for example, and therefore had to be punished or the application of the provisions of Article 7 had to be justified. As this is not the case, what is happening now in the relations between the 14 Member States and Austria is a bilateral issue which is not the responsibility of the Council."@en1
