"Thank you for your answer, but I am afraid that it still does not provide proper clarification. On the one hand, it is said that deployment is to take place in accordance with the UN or OSCE Charters; on the other hand, the Council’s representative says that no decision needs to be taken in the Security Council. The Swedish Foreign Minister has stated that the expression ‘in accordance with the principles of the UN Charter’ is to be interpreted as ‘following a decision in the UN’s Security Council’. She also said, in the course of last year’s conference in Cologne, that, if other countries wanted to align themselves with the UN, Sweden would have the option of using its veto. I should first of all like to know whether the Swedish Government has informed its colleagues in the Council as to whether it is planned to use the veto in the event of an EU action, that is to say an EU military action, being taken in the absence of a decision in the UN’s Security Council. Moreover, I should like to hear a still clearer statement. Can or cannot EU military personnel be deployed without a clear decision in the UN’s Security Council or in the OSCE? It ought to be easy to answer yes or no to that question."@en1
