"I can only repeat what I said about the fact that, within the European Union, no official joint position has been adopted on the Tibet issue, regardless of the human rights issue. On this issue of human rights in particular, the reactions and attitudes of the EU must be proportional to the importance of the issue. Although this is certainly an important issue in terms of discussing China’s accession to the World Trade Organisation, for example, it cannot be used to block negotiations of this significance.
