"I understand the answer of the President-in-Office of the Council in the following terms: that there are no instances of negotiations in the Euro 11 having, as it were, pre-empted the formal negotiations and decisions in the competent council, which is ECOFIN; that no has been created; and that what takes place, rather, is an exchange of opinions on the problems encountered by the 11 countries which participate in the euro. I think I heard the President-in-Office of the Council say something along the lines that there were agendas for these informal meetings and that these agendas were to be publicly available. I have never seen any such agenda, and I should like to ask the President-in-Office of the Council to state clearly to what extent agendas are available in advance of the meetings. The reason why both Swedish and Danish MEPs are raising these questions is that we have obtained the impression that the Euro 11 is an influential body. However, I understand from the answer of the President-in-Office of the Council that formal authority and the power to make decisions of a legal and political nature still lie with ECOFIN."@en1
