"I am very happy to answer the honourable Member’s question. I was involved in the Agenda 2000 negotiations and I clearly recall the concept of real stabilisation which was proposed. In practice this meant reducing the amounts established. In our opinion the European Union will sooner or later have to make a choice. It must opt either for a structure with a solid set of policies and a corresponding budget at the same level or simply for a kind of savings fund. If we were to regard the Community budget as a kind of savings fund and were to act increasingly through subsidiarity in terms of financing, the future of the EU’s policies would very probably be in doubt, particularly from 2006.
