"Madam President, it is not my intention to start a debate on the interpretation of the Rules of Procedure at this point, but since you are going to look into the matter, Madam President, I should like to draw your attention to the fact that if the Conference of Presidents rejects a request for a committee of inquiry, then the Conference will naturally not make any such proposals and its vote against the request therefore means that the matter cannot be referred to the opinion of the plenary assembly. There is an obvious gap in the Rules of Procedure in this respect. In my opinion, the plenary assembly should make the decision. Proposing that a committee of inquiry should not be set up is effectively a decision as much as a proposal. I think the House must decide. The temporary committee of inquiry is a different problem, since this is not in response to a request by 185 Members of Parliament."@en1
