"Mr President, hooliganism is not a borderline phenomenon but clearly takes the form of a subculture and is, as such, difficult to control. In my opinion, zero tolerance is the only way to systematically tackle any infringement and efficiently penalise any breach. The content of the current resolution overlooks the causes of hooliganism, whether or not consciously. It is clear that the initiators of the resolution are more concerned with slating the organisation of Euro 2000. The Liberals, however, refuse to play this game. We can appreciate the enormous efforts which the governments of the organising countries have made in order to make Euro 2000 run as smoothly as possible.
All we want to do on the eve of Euro 2000 is to call on each and every one who bears responsibility to exercise the greatest possible alertness so as to reach the set goal, namely to turn Euro 2000 into a party for hundreds of thousands of spectators and millions of viewers, a party which should help us project a positive European image."@en1
