". Once again, I am sorry that the honourable Member who asked a question, this time question number 19, is not present, as this would have given me the opportunity to provide an answer with regard to my own country. In any event, I am more than happy to answer question number 20. As stated in the European Council Resolution of 13 December 1997, the meetings of the ‘Euro 11’ group are informal and their aim is to enable Member States to coordinate, through discussion, issues which relate to the responsibilities that they share with regard to the single currency. Formal decisions cannot be taken at these meetings and are, in all cases, as is in fact stated in the Resolution, taken by the Ecofin Council in accordance with the procedures laid down in the Treaty. I think that this is quite clear and that this dual framework works in accordance with its own rationale. By that I mean that Euro 11 is an informal setting, and Ecofin is the formal setting. The function of the first category of meetings is purely to coordinate the countries that have joined Economic and Monetary Union and which are part of the single currency."@en1
