It was agreed that, following this decision, an accession strategy would be established, which naturally includes strict monitoring of what the European Union regards as essential reforms. This relates in particular to the area of human rights, which, in the light of the Copenhagen criteria, are essential for the accession of any country to the European Union. The Council will monitor all of these issues and will not fail, whenever necessary, to convey any information to this House which is relevant to progress with this accession strategy and, in particular, its views on Turkey’s compliance with requirements for the future opening of accession negotiations by the European Union. ***"@en1
