"Mr President, Commissioner, ladies and gentlemen, Agenda 2000 has created a certain kind of stability for the European Agricultural Policy. I consider it a matter of great importance that we can have a clear and firm view of the future, at least until 2006. The departure from the Berlin Agreement – these sums are significant to agriculture, but extremely small on the level of the Community as a whole – the question in principle of departing from what has been agreed, is a very serious matter. It is necessary for this Parliament to make decisions on a new and ongoing agricultural policy after 2006. This kind of policy, which departs from what has been agreed upon, is not likely to create the stability and spirit that would enable us to share a common view of the future. One thing of which we seem oblivious, is the present everyday reality of agriculture. There has been a considerable rise in agricultural costs; fuel prices have gone up, and the level of costs in general is showing a constant upward trend. In addition to this, farmers as well as the food industry have invested a great deal in quality, in order to rid us of the scandals which have marred the European agricultural model. It is the farmers themselves who will ultimately have to pay these costs. The farmers for their part have carried out all their duties and obligations. We may only hope that the other party will also hold to those mutual agreements that have been made."@en1
