"The action programme proposed by the Commission will contain a range of measures with a view to improving and intensifying the fight against counterfeiting and piracy. It will take greater account of the requirements expressed by professionals and the opinion issued by the European Parliament. This action programme will contain legislative measures as well as other forms of action such as training schemes and information campaigns on the dangers of counterfeiting. The Commission will, of course, take initiatives in accordance with the principles of subsidiarity and proportionality. The European Parliament will be required to play an important role within the framework of the legislative measures which will be proposed."@en1
