"The question raised has never been submitted to the Council of the European Union, particularly by the undertakings which are complaining. The Council presidency has no knowledge of this issue. Complaints are submitted to the Member States whose Foreign Ministries are responsible for dealing with this type of question. It should be borne in mind that the administration in Kosovo does not come under the EU’s competence but under that of the UN. There is a specific body responsible for this administration. Each country is normally obliged to protect the actions of its undertakings within the international sphere. Each country has structures to protect its citizens and undertakings internationally and for this reason there are specific mechanisms which we all use every day in our international action. The European Union is not a country. I do not know under what circumstances the European Union would have to have a global and specific action plan in this respect or why, as a Union, it would have to deal with this issue. That is unless we reach a point at which national governments prove to be incompetent in protecting their own undertakings."@en1
