". Security Council Resolution 1244 gave UNMIK, the interim administration in Kosovo, authority over the territory, including full legislative and executive powers, and control over the legal system. The aim was to establish a transitional administration whose mandate was described in the resolution itself. This mandate also includes the development of a phased economic recovery plan. This means that the individual cases mentioned in the Member’s question should be dealt with directly by the UN Secretary-General’s Special Representative for Kosovo, who is responsible for the territorial administration of Kosovo, or by the Foreign Minister of the Member State in which the undertakings are established. The Council assumes general political responsibility for the EU’s participation in UNMIK which is focussed on reconstruction and economic rehabilitation. However, neither the European Union as such nor the Council has any competence or direct responsibility with regard to the administration of the territory and the protection of the individual interests of undertakings in the region. These elements are, on the one hand, the responsibility of the United Nations, as the administrator of the territory, and on the other, of the governments of each Member State which may act to protect these undertakings."@en1
