"I wish to state the reasons why I felt obliged to abstain on the final vote, even though, in common with other Members, I am totally in favour of the protection of fundamental freedoms and rights, and with ensuring that future social developments can be taken account of. Already, within the European Union, Member States have ratified and transposed into their legal systems the European Convention on Human Rights, which, although the document is nearly 50 years old, has shown itself capable of evolving in line with changing conditions as well as developing new rights. I believe that what is now proposed with this 'Charter' will eventually lead to conflict between the interpretation of rights under the different documents, which could create a legal vacuum and, ironically, reduce the rights available. We need more time and debate on these potential conflicts."@en1
