Unless I am very much mistaken, Mr Nicholson, the majority of governments do not broadcast meetings at which they are acting in their legislative capacity. Governments’ legislative role is normally exercised in restricted, closed meetings in every country in the world. I am not aware of any governments who perform their legislative work in open meetings, only parliaments do that, and as legislative power is divided between parliaments and governments there are two different ways of dealing with the legislative process. Therefore, to the best of my knowledge, in the majority of countries throughout the world, governments do their work in closed sessions not open to the public."@en1
