"The problem is obviously that drugs produce states which clearly limit drivers’ response capacities. The problem with drugs is that, while in some countries their consumption is subject to criminal prosecution, in others it is not and, therefore, given this differing treatment, we cannot, at least for the moment, make any progress in this field. However, this issue worries me, as it worries you, and I would like to see whether, within the new fields of action and specifically within the new areas of communitised policies, we can make more progress in this respect. Lastly, I must add that, in the case of drugs, control is more difficult, since the control systems are not so automatic nor so immediate as they are in the case of alcohol levels."@en1
