"Question No 50 by Carmen Fraga Estévez (): The Fisheries Council of October 1997 analysed the imbalance between fisheries agreements in the North and South, given that shipowners fishing under agreements with countries of the South are increasingly required to co-finance the agreements, which are free of charge for shipowners in the case of the North. It also analysed the fact that agreements with northern countries are under-utilised, despite the interest shown by other Member States in making use of these fishing opportunities. The Council therefore asked the Commission to consider decisions allowing quotas to be transferred from one Member State to another and to examine by what means the financial costs of agreements should be 'equitably shared, on a non-discriminatory basis,' between the Community and shipowners. Can the Commission say what studies it has carried out on the possibility of transferring quotas and what the outcome was? What decisions have been taken to balance the financial cost of agreements with the North and South? What is the Commission's assessment of the above-mentioned imbalances between these two types of agreement?"@en1
