"I have many regrets in life and one of them is that I am not a lawyer, so if the honourable gentleman will excuse a scriptural reference, I tip toe on these waters with some nervousness! But I understand that international law is quite clear and that the question of territorial waters is directly related to the question of the sovereignty of a territory itself. That is a question which is being considered at the moment in the context of the referendum and of the UN Secretary-General's initiative. As I am sure the honourable gentleman knows, we strongly support that initiative and if there is any way that we can assist the UN Secretary-General, then we would certainly want to do so. That also goes, of course, for his special representative."@en1
