"Commissioner Prodi pointed out that ‘Africa is our responsibility’ and not apparently that of the USA and other major countries. I worked in Africa 30 years ago, and it was poor and underdeveloped but the problems are now more catastrophic. Two million people died of AIDS in Africa last year, approximately 200 000 died in wars. In Zambia 25% of teachers have died of AIDS. In some countries children had a better chance of basic education and health care twenty years ago than they have today. Our policies in Africa lack coherence. There is huge duplication of effort. Furthermore, the cloud of debt remains an obstacle to real development. It is patently clear that Africa has become the forgotten continent."@en1
