It is very important, if we stress that Europe is to be a Europe of values, that we do not go down the road of saying that means justify ends. If civilian targets were targeted and destroyed, killing civilians is illegal by anyone's standards. It should not be defended even by those of us who deeply deplore the Milosevic regime. That, however, is not my question. My question is about political prisoners held in Serbia now. There are, I believe, around 5 000 Kosovar political prisoners held in Serbia at the moment. My question to the President-in-Office is twofold. Firstly, is the Council fully aware of and concerned about the fate of these prisoners? Secondly, what does it propose to do about them?"@en1
