Despite the relative improvement of the first draft of the directive on water policy, following the incorporation of some of the European Parliament’s amendments in the Council’s common position, the directive remains problematic.
a shorter timescale is needed for implementing the directive.
Particularly important issues are the following:
the new indexes for water should be compulsory;
provisions should be made for protecting groundwater from pollution;
provisions should be made for purifying contaminated groundwater;
there should be a ban on the discharge of some 400 hazardous substances into water; substances which are not currently monitored;
a system for determining pollutants in water is urgently needed;
the cost of water supply services should include the environmental cost of producing it;
whereas, in general, the provision of water should be priced at cost, special exceptions should be made for areas affected by permanent and extensive drought, in relation to their social and economic circumstances (for example, impoverished regions or social groups);"@en1
