". – It is the policy of the Commission to promote an open and wide debate on the Charter of Fundamental Rights, not only with non-governmental organisations but also with the citizens in a project as far-reaching as the Charter is. I can assure you that the Commission will do its best to promote the debate on the future Charter of Fundamental Rights. We can achieve the best of both worlds by having a clear text, a text that can be easily read by the citizens, and at the same time a text that can be used as a legal instrument.
