"Mr President, the Commission shares the concerns expressed by the Members of Parliament on the dreadful situation in Venezuela and I will inform Mr Nielson of your various comments. In view of the extent of the disaster, the Commission reacted immediately, adopting decisions on 23 and 30 December 1999. These have already been implemented to grant EUR 3.2 million of humanitarian aid. However, in view of the immediate need to make an assessment of the needs, an expert from the ECHO Humanitarian Office went to Venezuela on 22 December. An ECHO permanent correspondent will go there in the next few days to coordinate the humanitarian aid and to be responsible for implementing the programmes.
In view of the increased risk of epidemics of cholera and leprosy, among other things, as confirmed by the Venezuelan Minister of Health, the Commission is preparing a third decision in respect of EUR 2 million to restore a drinking water system and epidemiological monitoring. I share Mr Linkohr’s view of the advisability of having a general discussion in future on disasters and some studies are contributing towards this. Apart from the Commission, of course, the international community has responded quickly and generously to the appeal launched by the government. According to the Humanitarian aid Coordination Office of the United Nations, the total amount of aid now amounts to about 24 million dollars, almost 10 million of which is from the European Union.
Responding to the wishes of Parliament, the Commission is, however, also preparing an appraisal mission to assess the situation in Venezuela and to identify specific measures. According to the results of this mission, it will adopt a medium term reconstruction programme. The Commission will pay particular attention to environmental matters when implementing the restoration measures. At this stage, we are not in a position to state the amount of aid that will be determined according to the results of the expert appraisal and consultation with other donors.
The Commission will cooperate closely with the other donors to encourage coordination of efforts by the international community and the definition of priority measures. It is therefore essential for a system to be set up as soon as possible to coordinate international aid."@en1
