"Mr President, I believe that the European Union would be making a grave error if it were to underestimate the extent of this tragedy in Venezuela, as a result of which, as has been pointed out here, thousands of people have lost their lives. It is all very well to express our solidarity, but it is important and urgent that we turn words into actions. The Community’s response must include a broad plan for the reconstruction and rehabilitation of the country, which will have various facets: reinforcing humanitarian and emergency aid and the establishment of additional lines for rehabilitation and reconstruction. I say ‘additional’ because the Council of Ministers will approve a declaration next Monday on the basis of an agreement between the Ambassadors in COREPER, which states that an effort will be made using existing resources. It is impossible for ‘Mitch’ resources to be used to finance this priority. What this Parliament is asking for – and it is doing so also as an arm of the budgetary authority – is that the Commission make an ambitious proposal which responds to the situation which has arisen. It would also be a good thing for the Commission to examine the possibilities presented by the application of commercial measures, within the framework provided by the Community system of generalised preferences, and an increase and extension of credits by the European Investment Bank. The European Union should also support the ‘international conference of donors’, as proof of its solidarity and cooperation with Venezuela, a friend of the European Union, and in order to satisfy the expectations of a people that is suffering."@en1
