"We have had bad experiences with oil projects in Africa. This is why we need to be extra critical in our assessment of this project in terms of its relevance to development and environmental conditions. The proposed Chad-Cameroon pipeline could generate substantial revenue for these countries, revenue which cannot be obtained in any other way. My Group notes that the original plans were punctuated by major objections. The plans have since been adapted on all these points and it remains to be seen whether this is now sufficient. We are of the opinion that the project can only be passed in the short term if it has been proved beyond a shadow of a doubt that it meets the strictest criteria, if the World Bank has given the green light explicitly and unambiguously and if, at the same time, it is absolutely clear that human rights are no longer being violated. Only if this is the case is the European Investment Bank free to grant loans. As far as our Group is concerned, it is a test case of whether it is possible to have good experiences with oil projects in Africa."@en1
