"Mr President, the Arab world is in turmoil. The conflicts in Egypt which we were discussing earlier have not taken place, primarily, against a religious background but against an economic background, and the Egyptian state and the religious communities are making a responsible effort to defuse the problem. Egypt and Libya have taken an initiative to bring peace to Sudan to which we should give massive support. Syria is speaking to Israel, despite a myriad of problems. Only Iraq persists in total inaction and I am of the opinion that this should make us reconsider our position. We must pursue a clear human rights and disarmament policy against Saddam Hussein. However, I should like to support emphatically what Mr Morillon said; we need new negotiations now. We need a new approach if we really are to succeed in helping people, making progress, linking the possible easing of sanctions to actual progress, up to and including the naming of victims of persecution and imprisonment. We at last need a European initiative in order to bring action to the fore."@en1
