"Mr President, the problem of prisoners of war and those who have disappeared is a part of the catastrophic human rights situation and the plight of citizens in Iraq. Already back in 1992, the UN Commission on Human Rights’ special observer, Max van der Stoel, said that the seriousness of Iraq’s violations of human rights in the world context was only matched by the events of the Second World War. According to the most recent report dating from last year, the situation has only grown worse. We have to address this problem in one way or another. Prisoners of war are the first step, but the ordinary citizens are in a wretched state and, furthermore, weapons monitoring, for example, must be properly organised. This Ekeus affair – the row over it – is a good example. These matters must now be raised systematically."@en1
