"Mr President, the human rights situation in China has deteriorated badly over the past year. Think of the increasing number of executions, the league of the Falun Gong movement and the suppression of Tibet, illustrated by the recent escape of the fourteen-year-old Tibetan Karmapa Lama to India.
The Liberal Group have had enough. An EU-China human rights dialogue is fine as long as results are forthcoming. If not, action needs to be taken.
Since the US has given to understand that it wants to support a UN resolution on China during the next meeting in Geneva, I call on the Council to do the same unanimously. Indeed, in the past, it has become clear how harmful it is if certain Member States let their national interests prevail. The Netherlands experienced this three years ago when, as the country holding the presidency of the European Union, it supported a UN resolution which was not supported unanimously by the other Member States. This resulted in economic sanctions for the Netherlands.
This resolution is the litmus test for our “Mr CSFP”, Mr Solana. On him rests the ultimate task of bringing the Member States into line this time, so that the Council can, as a united front, step into the breach in defence of universal human rights."@en1
