"Mr President, we have been pressing Russia to seek a political solution for Chechnya. Our threat of sanctions has not led to a result. To be able to have an influence on a political solution for Chechnya, I think we should embark on political dialogue on the issue with the Russian leadership; a political solution using political means with a new leadership. 70% of the members of the Duma are new, and Russia has a new acting president. This acting president has said he wants political dialogue. He has already met a delegation from the European Council and talked with them for three hours. I propose that a parliamentary delegation should go to Moscow to have political talks with the new leadership. I furthermore propose that Commissioner Christopher Patten, who has responsibility for foreign affairs, should likewise open political discussions on the situation in Chechnya. Using political means we can have an effect on a political war, which is now what it has become."@en1
