"I voted in line with the stance of the Portuguese Popular Party, the CDS-PP, on this subject. Firstly, we are highly critical of the common fisheries policy which has caused so much damage to Portuguese fishing and fishermen. We particularly distrust the actions of Commissioner Fischler. Secondly, we agree with the position taken by the Cunha report which asks the Commission to establish effective monitoring and inspection measures. By not properly penalising countries in breach of the rules, the Commission is discriminating against countries which do comply, such as Portugal. I therefore voted in favour of the first and last parts of paragraph 6 but abstained on the middle parts which advocated a specific penalty. This financial penalty would have been premature without an adequate legal basis and would have been out of proportion in the second situation of a simple administrative infringement. I also abstained in the final vote because these middle parts were adopted and because paragraph 5 was not voted on separately. While agreeing with the concerns of the report and motion for a resolution, the CDS-PP cannot currently support anything which may be seen as encouraging a common fisheries policy which, in practice, has been conducted to the detriment of Portugal. ***"@en1
