"The concerns expressed in the joint motion for a resolution are very important as they relate to a serious problem whose existence we can no longer deny by burying our heads in the sand. I therefore expressly supported all the paragraphs of the joint motion except for paragraphs 4 and 8 on which I abstained as they involved unnecessary or premature precisions. I abstained on paragraph 4 because a superficial diagnosis of a very complex problem does not seem appropriate in any respect and on paragraph 8 because this advocated immediate measures against offshore centres. In the absence of a global and balanced framework, this would hurt Portugal because of the current offshore centre in Madeira. However, as paragraph 8 was adopted by a majority, I was unwillingly forced to abstain in the final vote. I regret that the joint motion has ultimately not been adopted. This subject must be re-examined as soon as possible but in more cautious terms which are also effectively targeted.
