"The proposal for a Commission directive on ballasts for fluorescent lighting aims to improve their efficiency and to reduce the consumption of energy. It proposes that measures be implemented gradually and in a well-balanced manner.
By adopting numerous amendments, the Committee on Industry, External Trade, Research and Energy is not respecting this balance, as it wants to abolish the manufacture and marketing of ferromagnetic ballasts in favour of electronic ballasts exclusively. This radical approach does not take account of all the technical and scientific arguments, in terms of either energy savings or technological progress. It seems to ignore, for example, that there are ferromagnetic ballasts with low energy consumption on the market. What is much more serious is the fact that the report by the Committee on Industry, External Trade, Research and Energy completely ignores the effects of its proposals on jobs. Curtailing the manufacture of ferromagnetic ballasts would be likely to involve the closure of many production sites and many redundancies, such as the Vossloh-Schwabe factory in Colmar.
That is why I voted against the final report after the adoption of many amendments whose implementation would be very dangerous for jobs in this sector. I would appeal to the Council to reject the amendments that have just been adopted."@en1
