lpv:translated text	"Mr President, I would like to make three comments. The first concerns south-eastern Europe and the Mediterranean area. Everyone knows that the region is in turmoil and it would be remiss on our part to believe that these problems can be overcome during the six-monthly term of office of the Portuguese Presidency. All the same, I call upon the presidency and the Commission to do their utmost to enable the European Reconstruction Agency for the Balkan region, located in Thessaloniki, to fulfil its task in the best possible way. I not only hope that Turkey will awaken to the fact that candidate country status presupposes conformance to Community ways, but also that the presidency and the Commission will remind Turkey of these obligations. My second comment concerns the Intergovernmental Conference. Incorporating the Charter of Human Rights into the text of the revised Treaty is the right course of action as this is of major interest to the citizens of Europe. The agenda should also be widened and there should be a legal basis for common defence and foreign policy. In particular, I would like to remind you of something which Parliament supported in the Dimitrakopoulos-Leinen report, i.e. that there should be new chapters for important and particularly high-profile issues such as tourism and culture. And finally, speaking in my capacity as chairman of the Committee on Regional Policy, Transport and Tourism, I believe your programme, Mr President-in-Office of the Council, is heading in the right direction. Nevertheless, we had hoped for a more ambitious programme from you. In particular, I would like to stress that for us it is essential that, during the Portuguese Presidency, the issue concerning a package of measures for liberalising railways is settled once and for all and that a solution is found to the problem of deficiencies in the air traffic system. In other words, we should move on from the current intergovernmental system of Eurocontrol to a single governmental system, initiated by the Commission, so as to put an end to the ever increasing strife suffered by passengers flying within Europe."@en1
