The EU institutions have made considerable efforts to create a climate of openness with regard to decision making. However, unlike the courts in many Member States, the European Court of Justice has a policy of only limited openness. No statistics are kept of the outcome of votes in connection with its decisions and judges do not express views at variance with Court judgments. Does the Council intend to take steps to ensure that after a reform of its activities the European Court of Justice complies with this principle of openness by introducing more transparent decision making? Does the Council intend to urge that the outcome of votes in connection with decisions should be published and that judges should be allowed to express views at variance with a given judgement?"@en1
