"Specialist committees are very dependent upon the rapporteur to do their business for them. I am happy to say that Mr Bourlanges this year has been a reliable colleague and negotiated well on behalf of the Committee on Industry, External Trade, Research and Energy. He has pursued his own ideas and those of the Committee on Budgets at the same time, in particular his wish for administrative expenditure to be clearly identified so that monitoring can be carried out. We are happy to support him in that. We are pleased with the compromise on the fifth framework programme which allows us to monitor effectively but does not mean that managing the programmes becomes impossible for the Commission. As far as energy is concerned, we are disappointed with the relatively small sums allocated for renewable energy and energy efficiency. We shall be back with suggestions next year. On the whole we are satisfied. We will monitor very carefully the money that we shall be voting for on Thursday."@en1
