"Mr President, firstly, I wish to say that Turkey at present does not meet the Copenhagen criteria, but neither do we intend to make a decision in Helsinki on commencing talks with Turkey, which is what is being planned at this moment for Slovakia, Latvia, Lithuania, Romania and Bulgaria. In other words, it is not a question of actually starting talks, but of establishing applicant status and taking subsequent action. I believe that it is realistic to say that Turkey still has a rather long way to go before concrete negotiations on membership can begin."@en1
