If you examine Conclusion No 32 of the Tampere European Council, it is quite clear that we have a mandate to put forward concrete measures within the legal framework of the Amsterdam Treaty. I hope that by the end of the year we can get reactions from Member States and this Parliament so that we can start immediately at the beginning of the year 2000 putting forward specific European legislation on this issue as well as continuing to put pressure for the ratification of the 1993 Convention."@en1
