Is the Commission (in particular the Commissioners for the Environment and Agriculture) aware that the European directive on nitrates (91/676/EEC)provides no conclusive guarantees with regard to the quality of ground water, as the directive concentrates exclusively on nitrates from animal dung and thus overlooks a number of other sources of nitrate?
Does the Commission agree that at present it seems almost impossible to implement the directive in full and on time, as it will cause problems in nine Member States?
Does the Commission appreciate that there is no exact way of monitoring implementation of the directive, as various methods of measurement are used within the EU?
As the implementation of the nitrates directive is causing problems in so many Member States, is the Commission prepared to give renewed consideration to improvements and a phased implementation so that the required standards on nitrates can ultimately be achieved?"@en1
