"I would certainly enjoy a polemical exchange with the honourable Member on some other occasion and to share with him, as a former colonial oppressor myself, our respective views of the imperial legacy, but perhaps I can respond to the honourable Member once again.
It is absolutely clear that if, as we would like and as we have sought, Article 4 waiver is given, then we trigger the agreement of May 1998. If we do not get that waiver then the agreement does not come into operation. It still makes sense – and there has not been any of the behaviour yet which has required us to put in place a blocking statute or go to the WTO – if it is still possible for us to reach an agreement it would be in everybody’s best interest. If it is not possible to reach an agreement, then it is perfectly clear that we will have to go to the WTO panel. But for the time being I would still hope that we manage to reach an agreement."@en1
