"Mr President, you are absolutely right that to amend the Rules of Procedure requires an absolute majority of Members of the House. We have just decided not to amend the Rules of Procedure and therefore, not to add this new Rule. However, the rest of this report comes under Rule 186 of the Rules of Procedure which specifies that by a simple majority we are allowed to decide to add an item to the Annexes of the Rules. It specifically refers to interinstitutional agreements; it even categorises them. It is up to this House to decide – as for every other interinstitutional agreement – by a simple majority whether to add this as an Annex to our Rules of Procedure, without changing the Rules of Procedure. We did not actually need the reference in the Rules of Procedure. That was an optional extra which we have decided to dispense with. We can still decide whether to add this interinstitutional agreement to the Rules of Procedure. ( )"@en1
