What can be said is that the practice has been for the country holding the Presidency to decide which points on the agenda are to be discussed openly. As far as I know, all the other countries have approved this. It may be that, in certain situations, we have consulted other Member States, but in principle, it has been the decision of the country holding the Presidency which has been acted upon. As far as I know, no problems have, at least so far, arisen involving other Member States."@en1
