". On the Presidency’s initiative, the Council has in fact approved a fairly complete list of questions which ought to be taken up for public debate in the course of these six months. These questions are all based around a common theme: “a strong and open Europe in the new Millennium”. The Presidency has also undertaken to improve the quality of public debates and increase the interest these generate, partly through preparing the debates better. In advance of any public debate, the Presidency therefore distributes a discussion document with a list of questions for the Member States and the Commission. This constitutes a springboard for the discussions. It is too early to provide a definitive evaluation of this procedure. When it comes to the public debates which have already taken place in accordance with this principle, it must however be noted that a satisfactory start has been made. With regard to the Member’s question about certain Member States’ attitude to these initiatives from the Presidency, it should be pointed out that the initiatives were approved unanimously by the Council."@en1
