However, the Council decided in 1992 to keep the situation with regard to duty-free shops unchanged for a temporary period ending in June 1999. The Council considers that it is primarily the task of the Member States to alleviate both the social affects on the sector and regional problems in border districts that have been caused by the duty-free sales being discontinued.
